Prefer /usr/share/info/emacs-MAJORVERSION
Emacs prefers /usr/share/info/emacs-MAJORVERSION to /usr/share/info.
The value of Info-default-directory-list has been augmented via
lisp/info.el to include /usr/share/info/emacs-MAJORVERSION before
/usr/share/info.
